Arthabaska Sainte-Séraphine, Sainte-Élizabeth-de-Warwick et Victoriaville

Since 2022, the Arthabaska wind turbine project has taken shape in the Centre-du-Québec region, very close to Boralex's Kinsey Falls offices. It will be developed in the municipalities of Sainte-Séraphine and Sainte-Élizabeth-de-Warwick, as well as in the City of Victoriaville. This project was selected in January 2024 by Hydro-Québec as part of its call for tenders to secure 1,500 megawatts (MW) of wind power. With 36 to 42 wind turbines and an installed capacity of 265.2 megawatts, the Arthabaska wind farm will be operational from December 1, 2029, supporting Quebec's energy transition.

Project overview

Since 2022, the Arthabaska wind turbine project has taken shape in the Centre-du-Québec region, very close to Boralex's Kinsey Falls offices. It will be developed in the municipalities of Sainte-Séraphine and Sainte-Élizabeth-de-Warwick, as well as in the City of Victoriaville. This project was selected in January 2024 by Hydro-Québec as part of its call for tenders to secure 1,500 megawatts (MW) of wind power. With 36 to 42 wind turbines and an installed capacity of 265.2 megawatts, the Arthabaska wind farm will be operational from December 1, 2029, supporting Quebec's energy transition.The electrical substation will be built in Saint-Albert.

Project development

  • The impact study was submitted in June 2025 https://www.ree.environnement.gouv.qc.ca/projet.asp?no_dossier=3211-12-262
  • A BAPE hearing will be held in spring 2026, and ministerial authorizations would follow in early 2027.
  • Consultation and communications with the community will continue throughout the project.
  • If the project moves forward, construction is expected to begin in fall 2027, with the park becoming operational by the end of 2029.

With demand for electricity set to rise, Hydro-Québec's Action Plan 2035 - Towards a low-carbon, prosperous Québec, calls for greater use of renewable energies to rapidly meet future energy needs. Wind power is emerging as a competitive solution. With its low production costs, zero GHG emissions and complementarity with hydroelectricity, it is becoming a key lever in Quebec's energy transition.
